Do i need to supply a 1099 miscellaneous income form to a corporation for fees paid for supervising an appraisal. This person is not a contractor or employee.?

You are not required to issue 1099-MISCs to corporations, only to independent contractors.  In any case the 1099-MISC need be issued to independent contractors if this is a "business expense" to you and it's not clear if you paid the fee as part of your business activities, or "personally."
