Do I need to report Proceeds (box 1d) from a 1099-B of only 3.24? DATE ACQUIRED SHOWS N/A

Technically yes, but if that's your only transaction, I don't think there would be any harm in skipping it.  It is very unlikely to have any effect on your tax liability.
