Do I need to adjust my federal return if I received STAR credit?

I received STAR credit and NYS Property Tax Relief.  Do I subtract that from my personal property tax paid on my federal return?

If you itemize on your 2017 federal return, you will reduce the amount of property tax paid by the total of all the checks you received; STAR, property tax relief and property tax freeze checks.  Please review the following for more information.

Since I imported my 1098, the turbotax software will not let me change the property tax on my federal return.  How can I do this?
