Do I have to upgrade turbotax to file my unemployment or can I use the free version? Once I file my return, do I get my unemployment benefit withholdings back?

Once you enter your unemployment income and tax withholdings, TurboTax will calculate any refund due to you (if any).

You will need to upgrade to the Deluxe edition.

Due to tax law changes and changes to the Form 1040, unemployment compensation is no longer included in the Free Edition.

Sounds like a scam, not using Turbo Tax, just using regular system.

You can file for free even with a 1099-G or unemployment with H&R Block online. I filed for 8 years with turbotax too. What a shame. It's very shady to charge the poor for no reason like that. If H&R can do it free so can they.
