Do I have to file my state taxes at the same time as my federal in turbotax online premium?

No, you do not have to file your state at the same time.  You can choose to file your state after your federal, but you must file your federal either with or before your state.  The state will not be accepted if you do not file the federal.

Then why does it insist that I pay for both at the same time?  Or is there somewhat to get around this?

There are two boxes to check if you are filing both returns. Un-check the box for state and proceed with your processing. Fed returns are filed at no charge unless you are asking for Audit Defense. You will pay for the state eFiling later at your leisure.

Unfortunately premium is not free to file.

You don't have to file federal, and state returns at the same time. For information on how to file your state return after your federal, please visit the Help Article below.
