Do I have to file my 2017 taxes prior to filing my 2018? I never filed and believe that's why my 2018 was rejected.

Have you tried entering zero for your 2017 AGI to e-file your 2018 return.  It is not necessary to file your 2017 return first, try the zero to see if that works.

You do not have to, but it is recommended that you file your 2017 before your 2018 return. To file 2017 click here: https://turbotax.intuit.com/personal-taxes/past-years-products/
