Do i have to file gambling winnings from the state in which they were won

I had gambling winning in the state of NC I live in NV with no state income tax
Do I have to file a state return in the state of NC?

It would always depend on the state's filing requirements for a non-resident. Every state is different.

You are considered a nonresident if you are legal resident of another state. A nonresident is required to report income received from services performed in North Carolina or from tangible property located in this State.
