Do I claim a tax payment for 2020 that was taken in 2024?

A payment for back taxes that you owed is not deductible.

Not for federal tax paid.   If you paid a state tax in 2024 for a prior year it can be a deduction on your federal return if you itemize and don’t take the Standard Deduction.   But only the tax paid, not any interest or penalties.
