Do I check the box " A portion of these dividends is US Govt. "interest" if Vanguard gives % of dividends from Govt. "income" ?

Yes but you need to calculate the $ of dividends that are from govt sources. Dividends * % =  $

The question is asked because states do not tax government bonds. Federal law prohibits states from taxing this income. Interest and dividend income from obligations of the United States, its territories, and possessions are exempt from state income tax.
