Do I apply for exemption if I was uninsured the last 2 months and I was non-resident the 10 months before that?

I arrived to the US on November 5th 2018. Yet, I'm receiving a penalty as if I had been uninsured the whole 12 months of the year.
Also, I received my first salary until December 2018, and my health insurance started on February 2019.

Enter your health insurance information:

  1. Open your return (if not already open).
  2. Click on "Take me to my return" box if applicable.
  3. Search for "health insurance" in search box.
  4. Click on "Jump to health insurance" link.
  5. Follow interview screens.
Eventually, during the interview screens, you will come across a question that asks if you were a U.S. citizen or non-resident.
