I amended my 2019 returns and owe a few dollars.
The instructions at the top of the 1040-V say that since I live in Indiana, I should mail the payment to Louisville, KY.
In the middle of the page, it says to mail the voucher to "the address listed below" and the address listed below is Kansas City, MO
Do I use the instructions at the top of the page or the instructions in the middle of the page?
UPDATED QUESTION: Am I supposed to send my 1040X to one address, but send the payment to a different address?
Look at the amount on the voucher, Form 1040-V. Is it the same amount as shown on the Form 1040-X Line 20?
I do not think a voucher is used for a tax payment on a 2019 federal amended return. You would write a check for the amount owed and mail it with the amended return.

Ignore the payment voucher that prints out with the 1040X. We don't know why that prints. You just include a check when you mail the 1040X. The voucher is for what your original 1040 return would have been if you had done it right including these changes. If there is an amount owed with the amendment, it will be on line 20.
Yes, the voucher amount is the same as the line 20 amount on the 1040x
