Did not receive a 1099G from the KY state , yet I did get a refund last year. Do I need to report this as income? Why was last years tax info not exported to this years

It depends.  Some states do not issue a 1099-G for the state refund unless the taxpayer itemized on the Federal Return.  If you did not itemize, your state tax refund is neither taxable nor reportable.  The first matter, then, is to determine if you itemized last year.  The following FAQ will assist you:  https://ttlc.intuit.com/replies/4767958
