The check is red and cannot be removed. The error checker says this box should not be checked since no penalty is due. The error checker is right. The tax due is more than $1000 with no withholding but estimated payments are more than either last year's tax or this year's tax.
This seems a bug in the form 2210. Or am I doing something wrong?

This error has evidently been fixed as of 2/16/2019 update.

I don't think this has been fixed. I have had two rejection notices and I too do not have to pay penalty and it still has Part II, box A checked with 85% waiver. We do have to pay federal this year, I'm sure due to tax reform, and now a 17 yo child. But when I answer the questions, it says we do not have to pay a underpayment penalty. Any suggestions?
I do not think the issue is fixed. I tried to delete Form 2210 entirely (it automatically reappears) and tried to override all the entries to zero (then Turbotax will not let me e-file at all (it takes me to a screen saying "But before you file, we need a little more information than we did earlier" and I can't bypass those screens to file again).
I would agree, I don't think this is fixed in the web version. I too have to pay, however the "waiver" box is checked and it should NOT be. in addition if you read the details of form 2210, in my case i don't have to file the form. When I delete the form, it is present when i go back and attempt to refile. Any other suggestions or options to get past this?
I just got off the phone with an excellent, patient representative. He helped to try to delete the form under tools, delete form, scroll to form 2210. But it won’t delete if you’ve already tried e-filing a second time. He previously helped a man 15 times to try to delete the form and it won’t. The only option is to print and mail in. Which is absurd really...why would the IRS want to handle more paper returns than necessary for this 85% waiver, when already backlogged due to shutdown?!? I love my country, but this is ridiculous.
And in our case, it’s a difference of $217 that is causing this issue *insert face palm*
I think you have to escalate to TurboTax/Intuit Tech Support and maybe then to the Tax Specialists. Look for "Contact Us" to get to a live person.
I spoke with tech support first and he said it was above his scope of expertise and said it was a tax rep based question, and connected me with a live rep I mentioned above.

I use the download/PC Premier version on my desktop computer. For me, the latest TT update did fix this Form 2210 problem. TT correctly said that I have no penalty although I still need to file Form 2210 with the return. The Error Check says there are no problems with the Federal return. (I have not efiled yet but it seems this should permit efiling.)
TT automatically completes the 85% Waiver worksheet and if the criteria are met automatically checks box "A" in Reason for Filing even if absolutely no penalty is due. This seems to comply with odd wording in the IRS Form 2210 instructions. From the IRS instructions page 2:

If you are an individual taxpayer and you otherwise owe an estimated tax penalty, the IRS will waive the
penalty under certain conditions. You otherwise owe a penalty if line 9 is more than line 6 after completing Part I of Form 2210. If line 9 of Part I is more than line 6, complete the 85% Exception Worksheet below to see if you meet the conditions to be eligible to claim the waiver. If so, you must check Box A in Part II, write "85% Waiver" next to Box A, and file page 1 of Form 2210 with your return to request the waiver.

Note the second sentence. IRS seems to define "otherwise owe a penalty" whenever line 9 is more than line 6 even if your estimated payments lead to no underpayment in any time period as calculated in Part IV Regular Method.
For anyone using a downloaded version be sure you have updated the program and go through the underpayment penalty dialog again.
Try e-filing and let us know what happens. I think you may end up with the same issue--does it have Box A in Part II checking with a note about 85% waiver? We also do not owe a penalty and should not, per the form instructions, have to file Form 2210, but Turbotax will not allow removal.
I did try efiling a third time and cannot. I had to print and mail in. Just completed all that. Sending in state first to receive refund, then mail federal. Yes, box A in part II is check and 85% waiver is typed.

2/17/19 It is not fixed. I tried to refile after trying to get TT to fix issue. Fed and CA returns were rejected second time!
When I went back into the step-to-step, TurboTax said I was required to file the 2210 even though I didn't have a penalty. Just wondering if that's a glitch as well or if they're basing this on the estimated tax payments calculated from the previous tax year and I had paid less than the estimate due to less income. Isn't that why they're called "estimated" payments. When you're self-employed you can't predict your income from year to year.
It probably is not a glitch, depending upon your specific circumstances. See my (peter) updated previous post six above this one regarding some odd wording in the IRS instructions requiring that if one meets the 85% waiver box "A" must be checked and page 1 of form 2210 must be filed.

It appears TT online users may then have to paper file whereas download users may have an option that still permits efile. (Don't blame me! I'm just repeating what I heard from TT!)
I don't really trust that (yet).....check next Friday. (there really is no rush for most people) E-Filing the second or 3rd week in March would still likely get processed before anything mailed in now..

Using up-to-date TT Premier 2018 and get same problem with E-File rejection due to Form 2210, even though I'm getting a refund. Aren't there any super-users who can give a definitive answer to this?
Solved....right click box II part A and remove checked box (manual override). do same to 85% verbiage in this area. Once done, transit return. My return was accepted soon thereafter.
I did the calculations on the 2210 form at the bottom and says if it's 0 or less, "Stop,don't file form 2210." Mine had an overpayment, not underpayment, so it seems like a contradiction that Turbotax tells me I need to file form 2210 if the form actually says not to file it. I did the right click manual override and it does delete it, but Turbotax gives a warning at the bottom about doing this. Not sure if that's going to be a problem with the IRS or not.
I don't know your detailed situation, of course, but take note of these words from the IRS instructions for form 2210: "If line 9 of Part I is more than line 6, complete the 85% Exception Worksheet below to see if you meet the conditions to be eligible to claim the waiver. If so, you must check Box A in Part II, write "85% Waiver" next to Box A, and file page 1 of Form 2210 with your return to request the waiver." If it applies to you, that would be one over-riding reason to file page 1 of form 2210.
