Debra didn't have health insurance for part of 2017, why didn't we get penalized?

One of the passable reason, you might be eligible for health coverage exemption. Form 8965 is generated when you answer specific questions in the Health Insurance section. Turbotax automatically fill it out (including the exemption code) if anybody on your return didn't have health insurance coverage for the entire year.
