cannot open turbotax file on my computer. I get a message. "the item referred to by this shortcut cannot be assessed.. You may not have the approprate permissionou may not have approprate

What file are you trying to open?  Are you trying to open the TurboTax program from your desktop icon?  Or a .tax data file you saved from last year?

 

You may have Profiles on your computer as both User and Administrator; if so, try switching  to the Administrator profile.
