Can you tell me to why my product is Deluxe when I do not need it? should I now have to pay for my State Taxes when the cost is more than the refund?

Deluxe is required if you need certain new Form 1040 schedules.

And the TT fee is not dependent upon the amount of your refund, or if you owe taxes. You can always delete the state return, and do it by hand.
