To claim someone as a dependent on a tax return they must have a Social Security Number or an ITIN issued by the IRS.

It is not clear what you  are trying to do.    Are you wanting to claim a dependent who is eligible for SS but is not receiving their benefits?   Not sure what religion has to do with your tax issue.    Please explain more clearly---who is trying to claim who----and what are the details of how they are being supported.  No personal information like names, emails, etc. please.

In order to claim someone as a dependent on your tax return, you must enter the person's SSN or ITIN. If they will not allow you to use the number on your tax return, you cannot claim them as a dependent.
