Can the 1095-A identify which person in the household is receiving the Marketplace Health insurance?

Yes.  It will have the Recipient's Name, Social Security Number and Date of Birth.  If married it will also have the spouse's Name, Social Security Number and Date of Birth.

It will also have the Covered individual name, Covered individual SSN, Covered individual date of  birth, 

Coverage start date, Coverage termination date
