Yes, you can still use TurboTax Home and Business without having a business. You will just skip over the Business tab portion during the interview and you can enter your income and any deductions/credits you have under the Personal tab. The program will fill out the normal Form 1040 and associated forms for you based on your entries.

I did skip over the Business section, but Turbo Tax still generated Form 8995 for the Qualified Business Income deduction and gave me a deduction that I shouldn't get. Can I just delete that form and the related QBI Ded summary from my file?
If you have zero business income then your QBI deduction should also be zero. If that is the case then you can just ignore it and form 8995.
If your QBI deduction is greater than zero then something has been entered as business income so you need to go through the return and figure out what you have entered there.
