Can I use my unused 2020 estimated tax payments in 2021?

TT does not allow estimated tax payment dates from the previous tax year.

No.  How do you mean unused?  If you made estimate payments for 2020 they should be on your 2020 return line 26.  If you forgot to enter them the IRS should have automatically added them in for you and increased your refund or reduced a tax due.

Or do you mean the actual 1040ES slips you didn't use?  You need new ones for 2021 or 2022 now.

If your 2020 tax return showed a refund after applying all of the estimated tax payments that your made for 2020, you could have specified on your 2020 tax return that some or all of the refund to be applied to your 2021 estimated taxes, in which case the amount applied is treated as a Q1 estimated tax payment.  If you did not choose on your 2020 tax return to apply any of the refund to your 2021 estimated taxes, the IRS pays the refund to you and none of it is applied to your 2021 taxes.

You can't make estimated payments for any tax year that has already passed. You can only make estimated payments for the tax year you are current in, which at the time of this posting is tax year 2022.

Any 2020 estimated tax payments, you made, were already:

1. Used to pay your 2020 tax and/or

2. Refunded to you after you filed your 2020 tax return and/or

3.  credited to your 2021 tax return on line 36 of your 2020 form 1040

IRS claims I didn't file a 2020 return. I filed w/ TT and have proof of delivery. I wrote them a letter with a copy of proof. I am awaiting a response.

I filed I March 2020. TT said I should make estimated tax payments which I did. These payments were deposited by IRS but not used in 2020 so far. TT wouldn't let me use them for 2021 because they were dated in 2020!

If you filed in March 2020 that was for your 2019 return.  Did you mean March 2021?  If Turbo Tax said you should make estimates those would be for the NEXT year.  Exactly when did you send in the estimates?  What dates?  Double check your bank records.  We need to know the exact timeline of what was done, when.

If you filed in March 2020 that was for 2019 and you  would have gotten Estimates to pay in 2020 for your 2020 return.

If you filed in March 2021 for a 2020 return the estimates that printed would be for 2021 and have 2021 dates on them.
