Can I subtract the amount of federal taxes that were withdrawn from my required minimum distribution from my fourth quarter estimated taxes that were due on January 17

This was the first year I had to take required minimum distribution

that's your call based on your total tax already paid.

The program should now be telling you whether to pay a penalty or not as you modify the payment no.4 amount (Line 38)

not quite sure what you're asking.  you report boxes 1 and 2 of the 1099-R as is.  later on you enter the Federal taxes withheld. they are applied against your federal tax liability for the year

Sure if the withholding and estimates will be enough to cover the tax on your income,  why are you paying estimates?  Do you have self employment income?  Estimates are optional to pay.  You can cross out the amount and write in a new amount or pay directly online.

You must make quarterly estimated tax payments for the current tax year if both of the following apply:

- 1. You expect to owe at least $1,000 in tax for the current tax year, after subtracting your withholding and credits.

- 2. You expect your withholding and credits to be less than the smaller of:

90% of the tax to be shown on your current year’s tax return, or 0

100% of the tax shown on your prior year’s tax return. (Your prior year tax return must cover all 12 months.)
