Can I still get a refund if I claimed 9 allowances on my w-4?

The higher the number of allowances you claim on the W-4, the less the amount of tax withheld. Nine allowances doesn't allow for a lot of withholding.  Without more information it's not possible to tell if you will be getting a refund.  Other factors enter in, like filing status, number of dependents and any credits you qualify for.

There was taxes withheld and I’m claiming 3 on my taxes this year

Again ... hard to say because you could be eligible for some refundable credits. Try these tools:
