Certificate of Rent Paid?   For MN?   The IRS is not accepting/rejecting federal returns until January 29, so there is really no reason to rush and e-file now.   If you do, your return will just sit on a server for a few weeks where you can do nothing to change it if you discover that you made a mistake or if another tax document arrives.

.Do not file a tax return without ALL of your income documents; you must include every 2023 W-2 on the same tax return.  Employers have until the end of January to issue W-2’s.   Wait until you have all of your W-2’s.  Clients, schools, Social Security, healthcare.gov, banks, mortgage lenders, and other financial institutions may not have tax documents available until late January/early February.  ALL of your tax documents must be entered on the same Form 1040; do not file unless you have entered everything.

If you are referring to the Minnesota Certificate of Rent Paid (CRP) you can file your Minnesota tax return and complete the Minnesota Form M1PR later for mailing.

See this TurboTax support FAQ for the M1PR - https://ttlc.intuit.com/turbotax-support/en-us/help-article/tax-forms/file-m1pr-minnesota-property-tax-refund-turbotax/L4gntwKHw_US_en_US?uid=lr83wciy

Or use the state of Minnesota website of you are a homeowner - https://www.revenue.state.mn.us/filing-property-tax-refund

To obtain the refund, the taxpayer must have a CRP, Certificate of Rent Paid (CRP), for each rental unit lived in during the year. The taxpayer's landlord is required to deliver a completed CRP to the taxpayer no later than January 31st of each year.

You will need the CRP to determine your refund, if any, and you must include what is called a Form M1PR with the CRP when it is filed. These forms have to be printed and mailed in to:

Minnesota Property Tax Refund
St. Paul, MN 55145-0020

TurboTax will prepare the Form M1PR for you to print. Towards the end of the step-by-step interview for Minnesota you will reach the Other Forms You May Need screen. To have the M1PR prepared and made available for printing, make sure you check the Property Tax Refund (Form M1PR) check box on the Other Forms You May Need screen, then follow the prompts through the end of the interview.

You can also file your M1PR free of charge at the MN Dept. of Revenue Property Tax Refund site, and if you're a homeowner, you can e-file it through the MN DOR's Property Tax Refund Online Filing System.
