You can start working on your 2020 tax return if you use the CD/Download TurboTax software. TurboTax Online will be available on December 2 (not first thing in the morning).

But you can't file your tax return until you have received all of your W-2s, 1099s, and other tax documents. Your employers have until January 31 to send you your W-2s. All of your W-2s and 1099s must be entered on a single tax return.

The IRS will start accepting 2020 tax returns sometime in late January. They have not yet announced the exact date. TurboTax will let you "e-file" your tax return starting January 7, but your tax return will not really be filed. TurboTax will just hold it until the IRS begins accepting returns. Nothing will be done with it before then. If you submit it early, be aware that you can't cancel it or get it back to make changes or corrections if you find that you made an error or left something out.

Me too and I heard this year you have to pay first that you won’t be able to take it out of my return

No it hasn't changed.  You can still start a 2021 online return for free.  And have the fees deducted from your refund if your refund is big enough to cover the fees plus the Extra $40 Refund Processing Service charge (45 in California) .

Or are you really asking about doing a 2020 return?
