Can I send a partial payment through turbo tax and then set up the remaining balance throug irs directly?

TurboTax does not allow partial payments for taxes owed.  What you can do is choose to pay your taxes owed by check, that will get you through to e-file your return.  Then you can go to the IRS website & pay online.

Please note that any taxes due needed to be paid by July 15th to avoid any penalty & interest.  Penalty & interest will accumulate until the taxes are paid in full.

you could register at the IRS website and use Direct Pay to pay whatever portion you want to pay now.  then you need to either set up a payment plan or offer in compromise

When you owe money to the IRS, TurboTax does not, can not, and will not act as a middleman in that transactions. There are no exceptions. To pay the IRS what you owe (or what you can) do so at www.irs.gov/payments.
