Can I request the state not keep my tax return due to financial hardship?

So for the past 2 years the state has kept my tax return for 21 yr old fines, that went to collections long ago. I have a payment arrangement and have been making monthly payments on my fines for over 2 yrs now. I'm currently homeless and struggling with financial hardship so I desperately need my tax return money this year.

Doubt there is anything you can do about legal auto collection programs (contact the state to ask how this can be released)  ... they will continue until the debt is paid in full.  Do continue to file your returns so the debt is paid down/off...

TurboTax Free Edition is very limited. It's only for the simplest tax returns. But if you have pension or IRA income on a 1099-R, with no complications, you can probably use Free Edition.

If your AGI is $79,000 or less you can probably use IRS Free File.

And the IRS is testing a pilot program called Direct File ...  https://www.irs.gov/about-irs/strategic-plan/direct-file
