can i put my daughter as a dependent if she has Affordable Care Act coverage?

A person's Affordable Care Act has no impact on if you can claim someone as a dependent (other than the premiums being part of support).  You must mee all the other qualifications:  see Rules for Claiming Dependents on Taxes - TurboTax - Intuit.
