Can I include the cost of a new roof in my adjusted cost basis if paid for by HOA fees?

I pay monthly fees to the HOA.   They are accumulated and used for major projects like new roofs.   This is just like me saving money in my savings account to use to put on a new roof.  I am renting the house I had lived in and want to determine the adjusted cost basis for purposes of depreciation.

Your portion of the cost of the roof when it is actually installed gets added to your adjusted basis.
