Can I include our 21 yr old full-time student for EIC, not a dependent this yr, but meets all the other qulifying child rules but provides more than1/2 his own support?

He makes 12,000/yr and takes out a student loan of $7500 so he is no longer our dependent.  We are only paying his medical insurance, medical co-pays and car insurance.

Yes you can ... funny as that may sound ... the qualifications for EIC doesn't include you claiming the dependent ... they are :

1) must be your child

2) under the age of 19 or  under the age of 24 & a full time student

3) they live with you ( being at school is considered a temporary absence)
