Can I get a ipp number sent to my phone?

https://www.irs.gov/identity-theft-fraud-scams/retrieve-your-ip-pin

If  you can't use the online tool, there is a phone number shown on that page for assistance.

Are you talking about an IP PIN (Identity Protection PIN) that the IRS provides to victims of ID theft?

Did you not receive one in a letter from the IRS this year?  Were you supposed to have received one?

I have moved and can't find my stuff, it's all packed up and I can't remember if I got anything like that in mail
