Can I fill out form 8865 manually and attach it to the printout that Turbo tax prepares for the remaining files and mail to IRS? Turbo tax does not include form 8865.

You are correct.  TurboTax does not support Form 8865 Return of U.S. Persons With Respect to Certain Foreign Partnerships
