Can I file TurboTax electroncially with expired Massachusetts Driver's License just expired (3/1/22) or a non-expiring Military ID (retired spouse)?

The driver's license entry is optional for you to file your federal tax return but is required by many states. I don't see such a requirement for Massachusetts, however, so most likely you will be OK if you indicate that you don't have a license.
