SSI is not taxable and does not get entered on a tax return.   Or are you incorrectly calling Social Security "SSI?"

WHAT IS THE DIFFERENCE BETWEEN SOCIAL SECURITY BENEFITS AND SSI?

If you have a SSA1099 from Social Security:

Go to Federal> Wages & Income>>Retirement Plans and Social Security  (SSA1099 and 1099RRB) to enter your SSA1099.

Who has to file?

Yes if you have other income like interest and dividends. If you have only SSI, the entire SSI will not be taxable and you will not be able to file if the taxable income is 0. You can mail in the tax return.
