Can I file jointly with my husband this year even though he is a non-resident alien and does not have any US assets.

Yes, you can.  If you are a US citizen or resident, and your spouse is a nonresident, you can file a statement to treat your nonresident spouse as a resident and file jointly. See  Nonresident to resident . Whether your spouse has US assets is not relevant.
