Can i file earlier if im leaving U.S for good?

I work full time, leaving U.S for good in August. I definitely overpaid the tax rhis year. Can I ask IRS to return my tax if I'm still in this country? Thank you

If you are referring to tax year 2019, you cannot file a 2019 US tax return until after 12/31/2019.  The IRS does not return taxes withheld without a tax return being filed so do not bother calling the IRS.

No.  No one will be able to prepare or file a 2019 tax return until early in 2020.  The 2019 forms are not ready, nor is any tax software ready for 2019 returns.  You will have to wait and file in 2020 just like everyone else.  You can file from wherever you are and either e-file assuming you have internet access, or print sign and mail your 2019 return.  If you intend to use TurboTax, you will need to pay your TT fees using a U.S. based credit card.
