Can I file as "head of household" if my full-time resident cousin is my dependent?

My cousin is 3 years old and lived with me for 2018. He is my dependent; I provide all his living expenses. Does this qualify me for "head of household" status? Turbotax doesn't seem to include "cousin" as a relative. I am also his custodial guardian, if that makes a difference.

Cousin does not qualify you for HOH ... IRS rules unless they are placed with you by an agency or court then call them a foster child.
