Can i enter a 1099 r without logging into a account that i do not recall having a password

You can always manually enter a Form 1099-R instead of downloading it from your financial institution.  Enter the Form 1099-R under Wages & Income -> Retirement Plans and Social Security -> IRA, 401(k), Pension Plan Withdrawals (1099-R).
