Can I enter 0 for box 16 and 17 if blank on my W2?

I live in IL and work in WI, which has reciprocity. I have IL taxes withheld, but there is still an entry on my W2 for WI. Because I have no WI tax, boxes 16 and 17 are blank, but TurboTax is flagging my W2 as incomplete because of this. Can I enter 0 for these spaces even if the boxes are blank on my W2?

If you are under a reciprocity agreement, and all of your income and taxes are allocated to IL.  There is no reason to post WI to your return.  If there is nothing in box 15 (WI) boxes 16 & 17 won't be activated.
