Can I electronically file CA state taxes if filing Fed by mail?

I have to file my federal taxes by mail.  Can I still file CA state taxes electronically?  How do I do this using Turbo Tax Premier software?

If the federal tax return is not being e-filed, the state tax return cannot be e-filed, it must be printed and mailed.
