Can i efile with turbotax if i have a qbi deduction - if no why not?

Yes, you can e-file your return with TurboTax if it includes a QBI deduction. 

when you review your taxes with a QBI deduction you receive an error in the review stating you must mail your return. When you finish, to file or print your return, it is recommended that your efile? which is it mail or efile and if it's efile when is the program going to be updated?

Yes, that message in the File section "(recommended)" can be confusing when you just got a message that you must print and mail.  The "(recommended)" is standard language that shows on that TurboTax screen every time, and doesn't apply to you if you have a "print and mail" return.  Change the selection to "File by Mail" to proceed.
