Can I e-file CA Form 568 but mail all the others? TurboTax seems to allow only e-filing of all forms or none.

I want to mail my personal Federal or state taxes but California requires Form 568 to be e-filed unless I file a waiver.  I don't like being forced to do something I don't want to do.

No.  You cannot e-file a state tax return unless you e-file your federal tax return.
