Can I download turbo tax premier without the state filing because i am an overseas resident and don´t file a stare return? Is this possible? How do i do that?

Sorry, no.  The Premier edition comes with one free software download, regardless of where you purchase the program.

All the TurboTax desktop CD/Download editions available on the TurboTax website include a free state program download included in the purchase price, except the Basic edition - https://turbotax.intuit.com/personal-taxes/cd-download/

If you do not need a state program included, then you have two choices.  You can select the Basic edition which does not have a state program.  Or you can purchase the Deluxe edition from a reputable online retailer, such as Amazon, that does not income the state program.  The Deluxe edition comes in two configurations when purchased from authorized TurboTax re-sellers, with and without a state program.

Note that all the TurboTax desktop CD/Download editions have the same forms, schedules and worksheets regardless of which edition you purchase.  The difference is the amount of help and guidance received as you upgrade to the more expensive desktop editions.
