Can I deduct the cost for preparing for a foster child? Fire extinguisher, etc. I'm going through the local government, not a private agency.

Sorry---that is not deductible.  Parents do not get to deduct the costs of cribs, diapers, high chairs, strollers, etc. whether they are giving birth, adopting,  or fostering the children.
