Can I counnt as a dependant, a Philippine fiance and daughter that I have 100% supported for the last 4 yrs - they live in, and are citizens of the Philipines?

No.  They have to live with you the whole year.  Is it your daughter or just hers?

Sorry, no.  To claim someone as a dependent on a tax return they must be a U.S. citizen or a U.S., Canada, or Mexico resident for some part of the year.
