Can I contact someone to discuss a 2016 return? The person who filed(?) has mental health issues and cannot help me get this information.?

My sister-in-law is having mental health issues and cannot provide me with any tax information.  She is not sure if she filed in 2016.  Who can I talk to about this?  First and foremost, I need to know if she filed in 2016 because if not, the penaties will just add to her condition.  Thank you, I hit a brick wall checking with the IRS because you can't wait two days to talk to support on the phone and she does not have a message-capable smart phone.

You would need to reach out to the IRS. I suggest calling early in the morning when the wait is not as long. You could also reach out to your local tax advocate. Please see information below to get in contact with a local tax advocate.

Are you a court-appointed guardian or has she given you power of attorney in any way?  No one, not TurboTax or the IRS can discuss another person's tax situation with you just as a relative.
