Can i claim the following:i had to pay additional state tax and penalty in 2017 for the year 2014. where do i put this for this year ?

Go to Estimates and Other Taxes Paid > Other Income Taxes > Other Income Taxes Paid in 2017, and you'll see the line for Payments for 2015 or a prior year.

You can deduct the 2014 tax you paid, but you cannot deduct the penalty nor (if any) the interest paid.
