Can I claim my wife as a dependent if she is disabled and draws a check

No, a spouse is Never a dependent.  You file your tax return as Married Filing Jointly even if one spouse has little or no income.

If she is receiving disability income, it may or may not be taxable.  Enter the form she receives for the disability on your tax return.
