Can I claim my registered domestic partner as a dependent if I'm the only one filing federal taxes

My partner didn't work, however she went to school, so she didn't have enough income for her to file federal taxes. I plan on claiming her son as a dependent since she won't get the benefit of the child tax credit. But would I be able to claim her since she isn't filing?

She must pass the following test to qualify as your dependent.

  1. Cannot be the qualifying child of anyone else.                             
  2. Lived with you all year.
  3. Gross income for the year must be less than $4,050.                           
  4. You must have provided more than half of her total support during the calendar year.
