Can I claim deductions for medical expenses received in a foreign country? If so how should go about it on my tax return?

I got reconstructive surgery to correct my deviated septum last year in south america. It was interfering with my ability to breathe properly so it is not considered a cosmetic procedure. I paid everything completely out of pocket, and it cost me more than 7.5% of my AGI for the year.

Yes, you can claim the medical expense as an itemized deduction on Schedule A.  You will have to convert what you paid in the local currency to US dollars.
