Can I claim a live-in girlfriend who is in jail as a dependent if I supported her and still send her money?

No.  If she did not live with you the whole year in 2018 you cannot claim her as a dependent.  And sending her money is not really "supporting" her by paying over half her support.  She is being supported by the institution where she is incarcerated.  The money you send her is a gift.  Gifts to individuals are not deductible.
